I have this card, and the fan at 100 percent is very loud. How could you possibly not notice a difference between 20 percent and 100 percent fan? Only explanation is that your ambient noise levels are very high, in that case you shouldn't state the card is silent at 100 fan, because it isn't.

Why would you ever use the fan at 100% power? Every video card fan I've ever tested is loud at that power, and equally unnecessary.
